This volume is the culmination of a research project entitled Policing Across Borders: Strengthening the Role of Law Enforcement in Global Governance. This project consisted of four research workshops organized under the auspices of the Center for International Human Rights (CIHR) at John Jay College of Criminal Justice, City University of New York, in collaboration with the Center for Security Studies (KEMEA) of the Greek Ministry of Public Order and Citizen Protection. The purpose of these workshops was to explore key challenges confronting the law enforcement community in the Balkan region in dealing with transnational threats and to assess the prospects for effective cross-border collaboration in addressing such threats. The workshops brought together law enforcement of fi cers from six Balkan countries (Greece, Turkey, Bosnia and Herzegovina, Romania, Bulgaria, and Albania) together with academics and representatives from both intergovernmental (IGOs) and nongovernmental organizations (NGOs). Intergovernmental participation involved of fi cials from the United Nations Counterterrorism Committee (UNCTC), the United Nations Of fi ce on Drugs and Crime (UNODC), and the European Union (EU).
